Financial Sanctions

The CCG report on financial sanctions imposed by commissioners on providers under the NHS Standard Contract for failure to achieve national standards can be found below:

2015/16

SWASFT indicators

Reinvestment will be determined when the end-of-year position is available as this is an annual target. No assumptions regarding the application of penalties has therefore been made at this point. SWASFT are currently operating an extended pilot trialling Dispatch on Disposition, which is also noted to have an impact of approx. 5% on Red 2 performance.

All other indicators

Reinvestment will be determined after examination of the underlying causes underpinning any non-delivery. In addition, clear recovery plans are in place for each provider as appropriate. Any reinvestment will be determined on the ability to deliver / recover performance for the local health community. The reinvestment will directly deliver recovery for the constitutional targets.

Publication of spend

As part of the government’s commitment to improve the transparency of how public funds are used, central government is required to publish all expenditure. HM Treasury has confirmed this requirement applies to all NHS bodies and as such the CCG must publish all expenditure of invoices. Publication will be on a monthly basis, on the 15th working day of each month.

Prior to 1st April 2014, this was limited to expenditure over £25,000. The expectation is now for the CCG to publish all expenditure on a monthly basis

Salary payments to staff are excluded from the scope of these disclosures, as are any invoices that are protected under the Data Protection Act.
