Personal Health Budgets

The national roll out of personal health budgets was announced on 30 November 2012. This follows the three year pilot programme in the NHS, which ended in October 2012, and the publication of an independent evaluation report, led by the University of Kent.

Personal health budgets are initially available for people who are eligible for NHS Continuing Healthcare, who have had a ‘right to have’ a budget from October 2014. Clinicians can also offer personal health budgets to others that they feel may benefit from the additional flexibility and control.

Gloucestershire is a demonstrator site for the Integrated Personal Commissioning Programme which is testing developing personal health budgets for specific groups of people. We were one of the first areas in the country to offer personal budgets for wheelchairs as part of the wheelchair assessment service (see the website here for more information).

During 18/19 we will be piloting using PHBs for a number of other groups of people, where clinically appropriate. Identified groups include

  • Children in Care with Mental Health needs
  • People with long term complex conditions including moderate to severe frailty
  • People eligible for section 117 aftercare

We will be engaging with a range of partners including people living and using health services in Gloucestershire, voluntary sector organisations and health and social care staff to develop these pilots. The aim is to ensure that PHBs are sustainable in the long term and help reduce demand on crisis and acute services.
